The notion of "civil dialogue" is new and still unclear, yet it has been increasingly used since the early 2000s by institutions and by some civil society actors, both at a national and a European level. It allows us to account for the type of relationship between civil society, non-profit organizations and governments when developing public policy.

The notion of "civil dialogue" must be distinguished from that of "social dialogue". The term "social dialogue" refers to a genuine process of negotiations between social partners, while making the state a guarantor of this dialogue. "Civil dialogue" is different because the public is immediately involved in the conversation and the dialogue does not take on the form of a negotiation.

Together with the public force at different levels, non-profits organizations appear to be natural partners in the "civil dialogue". But "civil dialogue" also includes the dialogue between non-profits organizations themselves or with other partners in the civil society.

This seminar will mainly discuss the "civil dialogue" in social policy development. Two particular fields have been chosen as the main focus, disability and inclusion, in which significant initiatives or innovations in terms of "civil dialogue" have unfolded in recent years: the “National Conferences of Disability” in 2008 and 2011 and the “Social Inclusion Forum” organized in 2007-2008
