Since the 1990s, the countries of the Organization for Economic Cooperation and Development (OECD) are engaged in a process of inclusive education to adapt the school to the diversity of its students, including children with disabilities. This common goal mask contrasting realities in different countries, the absence of a single definition of special educational needs. We can nevertheless identify problems shared by most European countries: the new role
of special education, teacher training and staff accompanying the statutory recognition of personal support and the role of teachers in the needs assessment and the definition of the orientation.

Finally, all European countries are faced with a strong abandonment of schooling beyond the compulsory age and a lack of preparation for the transition from school to work. These points draw lines of reform for France, on the purposes of schooling and procedures guiding students as well as the improvement of devices supporting children with disabilities in school.
