Work and employment in twenty years: five questions, two scenarios, four proposals (Policy Brief 231 - July 2011)

Since the 1970s, labor and employment have undergone profound changes in France: the surge in service employment, female employment of executives and middle management, development of short contracts, persistence of mass unemployment.

Work and employment in twenty years: five questions, two scenarios, four proposals (Policy Brief 231 - July 2011)

By 2030, if the motivation of the work should remain broadly the same, the employment relationship - with the blurring of boundaries between the statutes and the weakening of subordination - and specific requirements for the job - with the questioning of the "three unities" (time, place and action) - will continue their evolution. Thus, the increasing segmentation "worlds of work" is a constant in both scenarios developed in the report which this note is the synthesis, as well as significant improvement in the employment situation.

The scenario of "accelerating technological and societal" delineates a world-employment work marked by the knowledge economy, digital and green. The segmentation of the labor market is stronger but not necessarily deteriorate the situation, because of new modes of regulation, including non-state emerging (joint market and civil society).

The scenario "rebalancing and willingness of actors" is based on changes in the international context that ease the pressure on employment and labor (including cost) and provide leeway for players to forge effective partnerships. In both cases, the modes of intervention of actors, including the State, will have to evolve, meeting the challenges of employment, mobility and quality of work or, more generally, competitiveness and social cohesion.
