Centre d’analyse stratégique (CAS) and the OECD LEED Programme (Economic Development and local jobs creation) organized a seminar on the role of social entrepreneurship in France.

Social entrepreneurship has picked up speed. Most top business schools, as well as the traditional financial world are interested. Innovative initiatives and targeted policies are increasing worldwide. The past two years have been marked by several new initiatives: the creation of the “Social Innovation Fund” in the United States, the establishment of the "Social Business Initiative" at the initiative of the European Commission and “Big Society” in the UK, and the revival of the High Council of Economy and Social Solidarity in France

Social enterprises are at the crossroads of public policy and market. They seek to combine economic efficiency and social purpose in the wake of the social economy. Enterprises respond to social needs that are poorly covered by or inexistent in the public sector and the market.

This is an emerging phenomenon that could herald a transcendence of traditional opposition between profit and social utility. It resonates particularly with the current state of affairs while urgently questioning the social demand satisfaction when hedging risks with regard to scarce public resources.

In the wake of this proliferation of social entrepreneurship, public intervention should be reconsidered. With the emergence of new alliances (state, market and citizens), new business models and the need for social innovation, we are witnessing a transformation in the production of general interest goods and services. How can these social innovations be harmonized with the traditional policies? How do we make sure that entrepreneurship expenditures become investments and not a cost to the community?

The model of social enterprise, despite its ability to meet social needs, still remains relatively undeveloped. How is growth facilitated while preventing obstacles that could hurt development?
