The Centre for Strategic Analysis (CAS) has published two analytical notes formulating proposals on:

Fraud, undue and non-use: How to facilitate the rightful payment of social benefits?
and
The role of businesses in the fight against poverty

At the time of the conference against poverty and for social inclusion of December 10th and 11th , the Centre for Strategic Analysis publishes two analytical notes on two themes: Bottom of the Pyramid approaches, or "BoP" and the rightful payment of social benefits. The CAS analyses two innovative methods to fight poverty.

How to improve the rightful payment of social benefits, and thus fight against fraud, undue and non-use? What role for New Information and Communication Technology? To answer these questions, the CAS makes four proposals:

1.     Systematize, within welfare institutions, the implementation of systems of alert to identify potential cases of fraud and non-use thanks to the the common national index of social protection

2.     Develop a platform to exchange information between administrations beyond the scope of social security, equipped with a Management and Supervisory Board:

  • To ensure the security of transactions and compliance with the rules of the National Commission on Informatics and Liberties
  • To initiate data exchanges

3. Generalize the use of data analysis tools to facilitate the detection of fraud, unintentional undues , but also non-use

4. Better assess and analyze the non-use:

  • Evaluate annually the rates of non-use of main social benefits
  • From these assessments, identify the causes and solutions to non-use by consulting potential beneficiaries and agents

Examples of construction of offers adapted to specific market needs, so-called "bottom of the pyramid", are numerous in the South, and several approaches have proven successful. The CAS questions here the prospects of transpositions in the North, emphasizing the need to develop impact assessments and to promote partnerships between businesses and civil society actors.
