As part of the seminar series What is the university landscape for France in 2025? the Centre d'analyse stratégique recently published Policy Brief 275:

The recent developments in research systems

What are the recent developments in research systems? What were the impacts of the 2008 and 2011 crisis on public and private investments in OECD countries and in the major emerging countries? What are the prospects for the coming years? Why are short term solutions prioritized when long-term projects will drive future growth? Comparing public policies in R&D of OECD countries and major emerging countries, the Centre d'analyse stratégique (CAS) provides several answers to these questions.

Given the important nature of these issues such as growth, employment and international scientific and technological competition, the annual global investment (at current prices) in research has doubled in 10 years to reach 1.3 trillion dollars. This growth is not uniform in space or time. Emerging countries are increasing their research efforts and accelerating the convergence with OECD countries. China, with an R&D growth rate of 25% in 2009, accounts for 12% of global spending in this area (the 2nd country after the U.S.).

The same year (2009), the OECD experienced its first decline in 20 years in the volume of research expenditures (-1.6%). France was then one of the few countries that continued to grow its efforts in R&D (+ 3.5% in 2009). In 2010, most countries started to see indications of a recovery.

France will continue to pursue policy incentives, particularly indirect support (research tax credit) by improving the structures between different levels of public support (national, European and regional), and, in addition, mobilize research and innovation policies, and other public policies (competition policy, trade policy, education policy, public procurement, etc.). Finally, the development of cooperation between public research institutions could be strengthened by scientific policies and strategic objectives shared between universities and research organizations.
