The Centre d’analyse stratégique released its analysis note 264:
Housing subsidies for low-income households
The community is spending huge sums on housing policy. All the benefits conferred by the various housing assistance is valued today at € 37 billion - of which 21 billion targeted on vulnerable households.
Yet since 1980 the financial effort made by low-income households for housing has been increasing in France.
The importance of the effort, and the situation of public finances, invite the question of the effectiveness of these different forms of aid under this priority: empowering households to be housed at a cost compatible with their resources.
After a comparative study of the pros and cons of "aids stone" deal with "personal attendants", note this analysis makes four proposals aimed at strengthening the effectiveness of housing policies while making them more accurate:
- Refine zoning relating to rent caps to allow better indexing of these caps on market rents recorded locally.
- Creation of two new indicators for social housing projects. Explicitly stated in the financing plans:
- the present value of public aid received,
- the present value of anticipated reductions in rent compared to market rents. - Set income limits for each housing five times the rent (excluding grants) for housing, subject to compliance with the occupancy standard.
- As an experiment, some social landlords to provide a new funding formula, optional, substituting for state aid ceilings higher rents associated with award of housing benefit (to ensure a co-pay for tenants small constant) .
With this note the Centre d'analyse stratégique extends and deepens the scope of its proposals on housing in France.
