The Centre d’analyse stratégique has published Policy Brief 261:

"Rio + 20": Has the time come for ecological realism?

With five months until the UN Conference on Sustainable Development (RIO +20), Centre d’analyse stratégique presents three major issues that should be at the heart of the conference.

This policy brief will be presented at the conference "Towards a new global governance of the environment" organized by the Ministries of Foreign Affairs and Sustainable Development on January 31st.

RIO +20 marks the beginning of an "ecological realism": in light of the urgent challenges it is necessary to prioritize pragmatically. Thus, the conference should focus its attention on three dominating issues: creating a shared vision of an equitable and green economy, rethinking the structures of global governance for sustainable development, and agree on the creation of clear indicators and targets.

"Rio +20" should focus on three major issues:

  1. defining a common vision of a green and fair economy in line with the definition of sustainable development in Rio in 1992
  2. ultimately implementing global governance structures for sustainable development and environment in which the civil society and the scientific community have play a role
  3. agreeing on the principle of targets and indicators for sustainable development that are valid for all countries, extending the Millennium development Goals (MDGs) and address topics that have yet to be discussed extensively; such as the fight against desertification and declining fish stocks, recognition of environmental issues in economic exchanges, peoples' rights to environmental information.

This policy brief is a useful reflection for all Rio +20 Summit participants: journalists, the civil society, scientific community, decision makers. It is also valuable for general use.
