The individualization of devices in employment policies, understood as the act of leaving the individual free to choose the services that will be delivered and / or provider which will issue, in this context is the subject of increasing attention from governments, attested since the late 1990s by the proliferation of systems of checks and savings accounts or individual insurance. These devices come as a response to the search for greater autonomy and accountability of individuals, as well as the public policy more efficient.

The comparative analysis of thirteen individual devices in eight countries highlights their effects and the conditions for effective individualization. It meets an expectation of the beneficiaries of employment policies already in a position to fulfill their career, but she is struggling to reach audiences fragile. Individualization may, under certain conditions, improve access to employment and vocational training as well as the efficiency and quality of services. To this end, the existence of a particular service offering readable, accessible and competitive is required. It is also to be particularly careful in the choice of the target audience and the degree of incentive to use devices and, prior to their implementation.
