Fraud, undue and non-use: how to facilitate the rightful payment of social benefits? (Policy Brief 306 - November 2012)

 The non-use of social benefits, much like fraud, limits the effectiveness of policies. This note emphasizes the need to implement a global policy of rightful payment, possibly through the use of new information and communication technology. The challenge is to ensure that each citizen is given exactly what he has a right to, neither more nor less.

In recent years, with the creation of a National Delegation to the fight against fraud, anti-fraud Departmental Committees, or the publication of important public reports on the issue, the fight against fraud has taken a new lease. According to recent estimations, social benefits fraud represents approximately 1% of all social benefits, around 4 billion euros. Errors, sources of "undue", represent even higher amounts. Meanwhile, the question of effective access to social benefits arises insistently, especially since the creation of the active solidarity income (RSA). The rate of non-use of the "RSA activity", of 68% (end of 2010) has given particular importance to this issue.

While these issues are mostly considered independently, this paper emphasizes the need to implement a global policy towards rightful payment of social benefits. With new information and communication technology, new instruments allow at the same time to fight fraud, to avoid unintentional undue and ensure detection of social rights. The challenge is to ensure that each citizen is given exactly what he has a right to, neither more nor less.
