The support of job seekers (Policy Brief 228 - June 2011)

In twenty years, support for job-seekers has become central to the action of public employment services in Europe. Beyond their specific national and the still evolving models, three support structure this: customization support for job seekers, outsourcing to external operators and building stronger partnerships (and sometimes fusion) between the actors.

Although we still know little about the specific levers of its effectiveness, support of a positive and significant effects on the return to work. Also, a fortiori in the current crisis and to reduce budget deficits, public employment services have been engaged in further reforms of the accompaniment, looking for efficiencies.

Emerging Solutions in Europe suggest that two major areas of reform can promote such gains. First, the relaxation of "career types" to work and the dedication of the pivotal role of the counselor, driver of real tailor-made support. Second, strengthening the focus by governments on the impact of coaching rather than the means employed by the actors. However, this assumes a model of incentives which ensure the effectiveness of the device, without the effect of "skimming" to the detriment of the public the most fragile, and in which the rate of return to work has a central place but is being next to the context and audiences.
