Access to high speed networks

The study, conducted by IDATE for the Centre d’analyse stratégique, compares the economic mechanisms implemented in France and abroad and their consequences in terms of the VDSL expansion pace.

The study was divided into three phases:

  • The first phase of the study compared the French situation regarding fiber expansion and more generally the situation regarding high speed networks (THD) with situations analyzed in seven international markets: Germany, Australia, South Korea, United States, Japan, UK and Sweden. For each country a monograph with the national context, the level of current regulations concerning high-speed, the main actors involved, and key figures is presented. These studies were supplemented by data on the strategies implemented by industry leaders for each market.

    A special report, entitled "Comparative study of the national infrastructures expansion for high-speed communications for homes over fiber network: country monographs ", contains the key results of this phase.

  • The second phase of the study was devoted to an economic analysis. Extending the monographs, IDATE has built a matrix entitled "Advantages, Disadvantages, Opportunities, Threats" that discusses five theoretical models of expansion. This phase was also devoted to a economic literature review specializing in next generation networks (NGAN), and centered on the theory of incentives. This work, conducted with the assistance of Professor Marc Executioner, an economist at Telecom ParisTech, was particularly focused on three specific questions: (i) What is the effect of regulation on fiber migration access? (ii) Should the regulation of access be split between geographical areas? (iii) Does co-investment strategies stimulate fiber expansion in local areas and what connection is there between regulation on access and the co-investment decisions of actors?

    This phase of the mission was concluded with a seminar with European expert economists, in which the various economic expansion theories of next generation networks were discussed.

    A special report, entitled "Comparative study on the deployment of national infrastructures for high-speed communications over fiber to the home: Analysis of the economic literature", contains the key results of this phase.

  • The third phase of the study sought to deepen the knowledge of the system to develop high-speed access put in place in France and to identify, based on the work in Phase 2 and input from key stakeholders, the critical points in the French plan for a high speed network expansion.

    This document is the final report of the study: it contains the key points of each phase and presents the findings of the mission.
