In most French cities, urban freight accounts for on average 20% of traffic, 30% of the road occupancy and 30% of emissions of greenhouse gases. In addition, commercial freight, estimated to account for between 9 and 15% of traffic, is predicted to grow strongly with the rapid development of e-commerce. These numbers reflect the environmental, space, energy and social importance of "last mile".

From an economic perspective, urban logistics, which is regarded as the last link in the supply chain, accounts for 20% of global transportation costs.

The points of access and exit, and the circulation of goods in cities is a complex system that has to take into account the many diverse components such as land constraints, space, traffic congestion, economic and environmental concernc etc. The Centre d’analyse stratégique shows how initiatives such as urban supply by rail or inland waterway, pooling of logistical platforms or combining streetcars and trams can improve the urban transportation of goods through limited public spending.

By focusing on both developments that can be realized on a short-term basis and disruptive technologies and organizational measures, this policy brief suggests three new proposals. These proposals aim to support all the stakeholders in the research and development of solutions for a sustainable urban freight transportation.
