The Services for parents pursue three objectives: promote the well-being of children, the parents, and relationship between parent / child. Uncoordinated and often untapped, the services to support parenting have difficulties to meet the demands of the parents.

The dual approach – historical and international – of this report "Helping parents to be parents," allows, at the same time, to enlighten as to the reflection about the situation in France and to promote 50 experiments and promising practices abroad.

From the study of these supportive actions the Centre d’analyse stratégique identifies six broad categories of "best practices" that will be presented to the Minister.

The capacity to efficiently meet the needs of parents depends as much on the nature of the support programs than on their accessibility. These two perspectives are widely studied in this long-awaited report.

With this work, the CAS shows that it is important for the public services to create services for all parents (regardless of family configuration) and all stages of child development. In this perspective, the attention paid to conditions facilitating access to these services is decisive.
