Policy Brief 268 - What should the role of social entrepreneurship in France be?

Social entrepreneurship has grown substantially over the past two years. Policy initiatives at the state level or from the European Union help advance the different entrepreneurial actions aiming at combining economic efficiency and social impact.

In a detailed analysis of good practices in social entrepreneurship, the Centre d’analyse stratégique (CAS) draws an important conclusion: the government plays a key role in creating and enabling an environment for social entrepreneurship to develop.  

The main challenge now lies in the ability of these companies to grow. They face three challenges in trying to do this: better demonstrate their economic and social impact, diversify their funding sources, and better interact with "classic" economies.

Social enterprises are innovators that can provide appropriate responses to social needs that are poorly covered. They are also sources for sustainable jobs. To promote these initiatives the CAS has made five proposals:

1. Supplement traditional sources of public funding with devices that take into account the sector heterogeneity:

  • create a social investment fund combining private and public resources
  • experiment with a call for projects with funding conditioned to yield results in the form of "social impact bonds"

2. Better support social innovation by making public programs eligible to support and finance of innovation.

3. Encourage vocations in:

  • incorporating social entrepreneurship into the framework agreement between MEDEF and the Ministry of Education and Higher Education
  • using existing awareness programs in schools and colleges

4.Broadening the focus of local device support (DLA) to any social enterprise.

5. Develop a platform to identifying good practices and collecting standardized data with stakeholders to better understand the sector and facilitate structuring concerns.
