The Centre d'analyse stratégique has just published Policy Brief 260:

Initial vocational higher education

For 2005, France has set itself the goal to graduate 50% of a given generation in higher education. For this reason, it is vital to focus on the success of graduates from professional tracks. The number of students continuing on to higher education is still low (1 out of 4) and the failure rate remains high.

 

Two thirds of tertiary students (1.5 million) are enrolled in vocational programs. Half of these students are enrolled at a university and therefore the development of vocasional higher education cannot be ignored.

The Centre d’analyse stratégique has defined five proposals in order to develop and rationalize vocational training and to adapt the training methods to the general education so that it opens up to more professionalization.

  1. Increase the amount of vocational training, especially while in university, and seek to limit or reduce the number of specialties in some areas.
  2. Closen the gap between university officials and professional training: allow university presidents to be members of their “CCREFP” and let their “Conference”, the “CPU”, be a member of “CNFPTLV”.
  3. Enable universities to create and initiate national diplomas for vocational training, subject to the approval of the Ministry and under the a state contract.
  4. Develop trainings for general courses at universities: modulate the periods of training and business work during the training contracts, allow students to do most of their time during the final year in training (80% maximum), create a vocational training degree under the name "vocational period" for trainings less than two months if they are paid, and include them in "full time equivalent" when calculating training requirements.
  5. Subject to their compatibility with the training courses, allow student work to be taken into account (combining work with study, work in the summer, etc.) for diploma validation as part of training periods.
