The Centre for Strategic Analysis (CAS) has published a Policy brief formulating proposals on

Public life-long guidance service

Public life-long guidance service  (PGS) was established by the law of November the 4th 2009 on on life-long guidance and training. Built around a dematerialized service (an Internet portal and a telephone number) and organizations dedicated to guidance, PGS must, in the context of an economy caracterized by increased professional mobility and high unemployment, facilitate the visibility , access and quality of guidance by adressing not only specific audiences but everybody.

Although it is still under construction, what conclusions can we already draw from PGS deployment? How can its action be supported and developed? Without prejudging the institutional architecture of the new territorialized public guidance service, the CAS makes four proposals:

1. At national level, refocus the Delegate for information and guidance's actions (DIG) on the support and evaluation of certified structures

  • Supporting certified structures:

- By providing a common reference for the first welcome, convention types and a dematerialized shared space for professionals;

- By supporting the development of cross-training between certified structures, that could be offered to reception staff in priority

  • Evaluate the certified structures in collaboration with the National council for life-long learning in which the DIG may sit as a full member.

2. Test calls for projects funded by the Joint fund for career security around initiatives to professionalize the staff and coordinate certified structures(cross-training, meetings and exchange of good practices, joint actions in communication, etc.).

3. Ensure a regional animation of the PGS:

  • strengthening the role of Regional Coordination Committees for Employment and Vocational Training in managing the PGS;
  • organizing guidance policies in the context of regional planning contracts for the development of vocational training

4. Make available on the portal "Guidance for all" information on training opportunities and train guidance professional to their use.
