The fight against cancer, breaking down the barriers

Several recent studies and reports take stock of the first Cancer Plan, launched in 2003. They reveal shortcomings in the prevention and epidemiological surveillance, but also geographical and social inequalities in access to care. It seemed necessary at the Center for Strategic Plan put the issues in the context of cancer medical and administrative the French health system and analyze the difficulties that have to do both:

  • the creation of new structures, mainly INCa, who had to find their place in the organization of care and research;
  • the need to coordinate the cross so many areas involved in the health field, usually vertically;
  • to an administrative complex and constantly evolving decentralization, deconcentration of state services, RGPP, multiplication and coordination of health agencies, etc.. ;
  • the choice of cancer treatment under one banner, as a single type of pathology, then it comes in many forms depending on the causes, affected organs and patient age;
  • with the will expressed by patients and associations to be considered and treated according to their diversity and their environment.

The second Cancer Plan should be announced by the President of the Republic in the second half of 2009.
