Dashboard 2011 of the attractiveness of France

Emmanuel Berthier, Delegate to the Planning and regional attractiveness; Vincent Chriqui, Director General of Strategic Analysis Centre (SAC); Eric David, Deputy Director of the international corporate financing to the Treasury Department and David Appia, President of the French Agency for International Investment presented the "Dashboard 2011 of the attractiveness of France."

The issue of openness to international investment is high in terms of employment, added value and growth for the economy of the territories. The economic crisis has increased competition between European countries, mobilized to attract business, talent and funding.

It showed the importance of structural factors of attractiveness, first and foremost the strength of the economy, market dynamism, quality of infrastructure and the skills, investment in research and innovation, not to mention the efficiency of public services and quality of life.

With these assets, France remains the third host of direct investment flows in the world and the second European destination of foreign investments that create jobs. Fifteen foreign companies have decided, a week, to invest in France in 2010. More than 20,000 foreign companies are established in the French regions, while 30 000 French companies have invested outside the Hexagon.

In this context, the IFA, the CAS, DG Treasury and Datar, developed, maintaining the format chosen in 2010, the "Dashboard 2011 of the attractiveness of France," a reference document with the position of France in a group of twelve developed countries.

The comparison performed for each of nine major determinants of attractiveness revealed a relatively stable position of France in this sample. Advances are recorded in investment in R & D or control unit labor costs. Like last year, the assessment is mixed in taxation with a high tax burden on labor but a very favorable tax treatment for R & D and an apparent rate of income tax moderated.

Beyond these data and comparisons, the "Dashboard" reflects on the dynamics of local economic development, and guidance on the foreign investors' perceptions of the strengths and attractiveness of France .

" In terms of attractiveness, DATAR gives priority to the territorial component of the innovation that is crucial for economic development. As such policies clusters, clusters of business and high-speed connection are particularly highlighted ", said Emmanuel Berthier , Delegate to the Planning and regional attractiveness.

" This second edition of the Scoreboard to better understand the relative position of France in an international environment more open and competitive than yesterday. It shows that the fundamental attractiveness have been remarkably resilient to the crisis, reforms continued strengthening the competitiveness of the economy. The investment program for the future in five strategic areas for the development of the knowledge economy and sustainable growth, just keep the momentum ", noted David Appia, Chairman of the IFA.

In 2010, inflows of foreign direct investment received in France remained stable when they fell 20% across the EU. This new edition also confirms the strong position of France regarding the main determinants of the attractiveness and offers a reminder of public policies implemented to enhance business competitiveness ", says Vincent Chriqui, Director General of the Centre for Strategic Analysis.
