Social security represents almost 30% of France’s national wealth and is at the very heart of the country’s social contract. This book is a defence of the social security system as we know it in France: a generous and universal system, which makes a major contribution to reducing the impact of crises and the risks of increasing inequalities. However, it also requires a reform, since the shelter of its great principles sometimes allows the concealment of situations of under-productivity and ineffective expenditure as well as glaring deficiencies. Giving an assessment of its various branches – family, sickness, retirement pensions etc. – Bertrand Fragonard shows how our social security system can be reformed so that, in accordance with the intuitions which presided at the time of its creation, it regains its former effectiveness and fairness, while appropriately adapting to today’s society.

  • Bertrand Fragonard is a Member of the Cour des Comptes and one of the leading experts on social security. For almost forty years, he has provided advice to the Ministers in charge of Social Security (notably Simone Veil) and managed its principal institutions (Caisse nationale des allocations familiales, Caisse nationale d’assurance-maladie (respectively the French Social Security offices for families and for sickness benefit) and the authority for minimum welfare benefits. He was Chairman of the High Council for the future of the health insurance system for six years, and then of the High Council for family social security, and is regularly consulted by the French public authorities as well as national and international organisations on social issues.
