Established by Decree No. 2006-260 of 6 March 2006, the Centre d'analyse stratégique exercise, under authority of the Prime Minister, eve missions and expertise, to inform the Government in defining and implementation of its strategic economic, social, environmental or cultural.

In addition, since 1 June 2007, the Strategic Analysis Centre is also available to the Secretary of State to the Prime Minister of Forecasting and Assessment of Public Policies. The Minister of Ecology, Energy, Sustainable Development and the Sea in charge of green technologies and climate negotiations, the Minister of Economy, Industry and Employment, and Minister of Budget, Public Accounts, Public Service and Reform of the State may request the Strategic Analysis Centre to carry out work. To this end, it prepares reports, recommendations and opinions, as part of an annual work program agreed by the Director General after consultation with a Steering Committee. Established with the Chief of the Strategic Analysis Centre, the Steering Committee includes two members and two senators appointed by the presidents of both chambers for the duration of their mandate and a member of the Economic and Social Council appointed by the President for the duration of its mandate and the Deputy Chairman of the Economic Analysis Council, the Deputy Chairman of the Board of analysis of society, the president of Retirement Guidance Council, the Chairman of the Policy Board for Employment, the President of the High Council for Integration, the Secretary General for European Affairs and the interministerial delegate for the development and competitiveness of the territory. Referrals to meet departmental and realize its work program, the Strategic Analysis Centre develops works that are characterized by:
 

  •  the variety: projections of medium, long or very long term, clearing of experimental subjects, enrollment in a discussion initiated at the community level, participation in interdepartmental expertise ...
  •  the diversity of working methods used: commissions together government, experts and representatives of economic and social, national or international seminars, study days, solicitation of outside experts or university teams ...

In its proceedings, the Centre for Strategic Analysis is based on a permanent team of project managers and scientific advisors. It can also avail of outside experts, especially academics, researchers and representatives of civil society.
